An Advice and Advocacy Outcomes Framework

This outcomes framework is a technical resource for organisations developing or reviewing how they measure the impact of advice and advocacy services. It sets out eight evidence-based areas of change associated with advice and advocacy, explains how these were developed from research and practice, and provides a structured set of indicators that can be used to inform surveys, case records, monitoring tools and other forms of data collection.

The framework is designed to support consistent outcome selection and measurement rather than prescribe a single set of measures for every service. Organisations should use it as a reference model, selecting the outcomes and indicators that are most relevant to the type of advice or advocacy they provide, the people they work with, the nature and complexity of the issues being addressed, and the level and duration of support provided.
